FRANK METHOD
Mr. Method directs the Washington Office of UNESCO (United Nations Educational, Scientific and
Cultural Organization). From 1981 to 1996, Mr. Method was Senior Education Advisor at the United
States Agency for International Development (USAID). He coordinated education and training policy,
managed the major research program on education quality and led several sector assessment and
planning teams. He served on the Steering Committee for the World Conference on Education For
All (Jomtien, Thailand, 1990) and the follow-up International Consultative Forums on Education for
All. He also represented USAID on the International Working Group on Education, the Consultative
Group on Early Childhood Care and Development and other international working groups.
Prior to USAID he worked with the Education Development Center and other organizations on higher
education and technical training issues (1976-1980), with the Ford Foundation on international
education and language policy issues (1970-75) and as a Peace Corps teacher and staff member in
Nigeria (1964-69).
His personal interests include the processes of education policy development and governance,
education technology and media, early childhood development, lifelong learning, and new
understandings of learning, learning organizations and strategies for functioning more effectively
in open learning environments.
